This section aims to capture the migration patterns of the household members. Different reference periods are collected in terms of migration experience: the residence of the mother at household members birth, residence five years ago and residence six (6) months ago.


Ask items B01 to B05 for all household members 5 years old and over. Meanwhile, items B06 to B10 are to be asked for household members aged 15 years old and over. Begin by reading the section introduction to the respondent:

“Now we will ask about your household members’ migration experience and whether there are Overseas Filipinos in this household.”


B01: Residence of Mother at the Time of birth of the Household Member

This data item aims to detect lifetime migration of individuals. A person whose area of residence at the time of data collection differs from the usual place of residence of his/her mother at the time of his/her birth is called a lifetime migrant. The number of such persons in a population is commonly referred to as "lifetime migration".


Also, this item is widely used to collect data as input in the study of internal migration. Redistribution of the population due to internal migration may have an implication to socio-economic development, industrialization, and urbanization of a certain geographic area. In this regard, this data is a major input to the development of policies relating to migration and the related issues of delivery to migrants.


Ask the respondent, “In what province and city/municipality did (NAME)'s mother reside at the time of (NAME)'s birth?”.

Record the name of the province and city/municipality if the usual place of residence of his/her mother at the time of his/her birth was in another province and/or city/municipality. In PAPI, write the name of the province and city/municipality on the lines and its corresponding codes in the boxes.


We are asking about the usual place of residence of his/her mother at the time of his/her birth. In some cases, his/her mother gave birth in the nearby city/municipality, you should record the usual place of residence of his/her mother at the time of birth.
NOTE

Example:

Juana’s usual place of residence is in Marikina City. She gave birth in Pasig City. In this case, you should record the usual place of residence of Juana which is Marikina City.


Be guided by these instructions for the following cases:

  1. If the residence is in the same province and city/municipality, select ‘0000’ for same as current city/municipality. In PAPI, write ‘SAME’ on the lines for province and city/municipality name, and write ‘0000’ in the boxes provided.
  2. If the respondent knows only the province and not the city/municipality, select ‘(NAME OF THE PROVINCE) – UNKNOWN CITY MUNICIPALITY’. In PAPI, write the 2-digit code for the province, and enter ’99’ for the unknown city/municipality.

  1. If the respondent does not know the province and/or city/municipality, ask the question to the household member himself/herself. In case the household member cannot give the name of the province and city/municipality, exert all efforts to obtain at least the name of the province. If the member still cannot give the name of the province after exhaustive probing, select ‘9998’ for Don’t know for unknown province and city/municipality. In PAPI, write ‘DK’ for Don’t know on the lines and write code ‘9998’ for unknown in the boxes for the province and city/municipality. Then, proceed to B04.

  1. For those whose mother resided in a foreign country at the time of the household member’s birth, select the corresponding code for the foreign country then proceed to the next question. In PAPI, write the name of the country on the line for province name, and leave the line for city/municipality name blank. Write the 3-digit country code in the boxes and include prefix 9.
  2. If the foreign country is unknown to the respondent, select ‘9997’ for Don’t know country for both CAPI and PAPI.

  1. If the answer in this item is vague, such as Bicol or Visayas, ask the respondent about the specific province and city/municipality in Bicol Region or in Visayas.
The name of the city/municipality alone is NOT a sufficient answer to B01.

B02: Residence of Household Member Five Years Ago

The question on residence 5 years ago pertains to the place where a person was residing 5 years ago. Data on these are vital for projects concerning housing and industrial development. Estimates on migration are needed in the preparation of population projections necessary for planning and policy formulation. Distribution of internal migration at a certain geographic level will be better judged as to its implications to social changes given a detailed analysis of the volume and trend of internal migration.


Ask the questions for “In what province and city/municipality or country did (NAME) reside five (5) years ago (March 01, 2018)?”.

Select the name of the province/country and city/municipality if the household member's residence 5 years ago was in another province/country and/or city/municipality. However, if the person’s residence five (5) years ago is the same as his/her current residence, select ‘0000’ for Same as Current City/Mun. In PAPI, write ‘SAME’ on the lines for province and city/municipality name and enter ‘0000’ in the boxes. Then, proceed to B04.


For those who resided in a foreign country five (5) years ago, select the name of the country. In PAPI, write the name of the country on the line for province name, and leave the line for city/municipality name blank. Write the 3-digit country code in the boxes and include prefix 9. If the foreign country is unknown, select ‘9998’ for Don't know for CAPI and PAPI. Then, proceed to B04.


The PSGC and the country codes are preloaded in the CBMS Mobile Application if CAPI is implemented.

B03: Reason for moving/staying five (5) years ago

This question is asked to ascertain the member’s main reason for migration. This will also provide information on why an individual moves from one place to another.

Ask the respondent, “What is (NAME)’s reason for moving/staying in (B02)?”. Select the response provided by the respondent.


If the reason is not included in the categories provided below, write the specific reason. Make sure this reason is not already captured by the possible reasons for moving presented below:

3 Family business succession Since family businesses are expanding locally/overseas, some people live abroad/locally to be near the expansion of their family businesses.
4 Finished contract Refers to the beginning or end of a contract, which may be by agreement or by the exercise of the company.
5 Retirement The respondent has reached retirement age or availed of early retirement.
6 Housing-related reason Some acquire new housing units or sold or put his/her previous dwelling unit for lease or for rental.
7 Living environment Some leave the Philippines because of pollution, or reasons that pertain to the terrain, climate, weather, and type of neighborhood of their residence in the Philippines.
8 Commuting-related reasons Due to the long distance/hours of commuting, some leave their place and move nearer to their place of work or school.
9 To live with parents Some choose to reunite and live with their parents overseas/locally.
10 To join with spouse/ partner Some choose to reunite and live with their spouse/partner overseas/locally.
11 To live with children Some choose to reunite and live with their children overseas/locally.
12 Marriage Some individuals change their residence when they get married. They move to the residence of their spouse abroad/locally.
13 Divorce/ Annulment Due to divorce or annulment, the respondent may decide to change his/her usual place of residence or move abroad to be away from the former spouse.
14 Health-related reasons Some individuals decided to move to places with better access to health services.
15 Peace and security Political and economic instability, crime incidents, and armed conflict belong to this category.
16 COVID-related reasons This category includes reasons such as lockdown, going back to their hometown to prevent infection of COVID-19.
NOTE: This particular reason for moving only applies to B05. This category does NOT apply to B03.
17 To live with other relatives Some choose to reunite and live with their relatives (other than his/her parents/spouse/children) overseas/locally.
18 Birthplace The place where a person was born
99 Others, specify _____ Responses that do not fall in any categories above.

Kindly note that visit or vacation are NOT accepted answers to reasons for migration. The household member should have established residency (stayed for six (6) months or more) in questions B02 and B04.


B04: Residence of the household member six (6) months ago

A person is said to have established residency if they have stayed for six (6) months. Likewise, a person can be registered in the place where they intend to vote given that they have resided for at least six (6) months.

Ask the respondent, “Where was (NAME) residing six (6) months ago (September 01, 2022)?”.


Record the name of the province and city/municipality if the usual place of residence of the household member six (6) months ago was in another province and/or city/municipality. In PAPI, write the name of the province and city/municipality on the lines and its corresponding codes in the boxes.

However, if the residence is in the same province and city/municipality, select ‘0000’ for same as current/municipality of residence. In PAPI, write ‘SAME’ on the lines for province and city/municipality name, and enter ‘0000’ in the boxes provided. Then, proceed to B06.


For those whose mother resided in a foreign country at the time of his/her birth, select the corresponding code for the foreign country then proceed to the next question. In PAPI, write the name of the country on the line for province name, and leave the line for city/municipality name blank. Write the 3-digit country code in the boxes and include prefix 9. If the foreign country is unknown, select ‘9998’ for Don't know for both CAPI and PAPI. Write ‘DK’ on the line provided for country in PAPI. Then, proceed to B06.

B05: Reason of household member for moving/staying six (6) months ago

Ask the respondent, “What is (NAME)’s reason for moving/staying in (B04)?”. Follow the same instructions and response categories in B03. Note that category ‘16’ for COVID-related reasons applies only to B05.

Which category will separation between spouses be included?

Please consider separation in category 13 (Divorce/annulment) as reason for moving 5 years ago (B03) or 6 months ago (B05).


B06: Overseas Filipino indicator

Ask items B06 to B10 for all household members 15 years old and over.

Recall that overseas workers are listed as members of the household only for the purposes of estimating the household population of the country. This question is used to identify OFWs, and other overseas Filipinos among the household members.


Ask the respondent, “Is (NAME) an Overseas Filipino (as of March 01, 2023)?”. Select from the codes below:

1 - Yes, Overseas Filipino Worker (OFW) with contract This category should be marked if a person is an OFW, regardless of whether he is out of the country to fulfill an overseas work contract for a specific length of time of visit or on vacation but still has an existing overseas work contract. In the case OFWs who came back due to the COVID-19 Pandemic and have an existing contract but with notice of termination, they should be considered as code ‘7’ for Resident.
2 - Yes, Other OFW with no contract This category is marked if a person is an overseas worker other than OFW or Filipinos who worked abroad without any contract. 

For purposes of CBMS, Filipino workers who usually go out of the country through “backdoor” means will be considered as other OFW with no contract (code ‘2’).

However, careful probing must be done before classifying them as other OFW with no contract.

He must not have any work within the Philippines to be considered as another OFW with no contract. If he has other work within the Philippines aside from those outside the Philippines, then he must be categorized as code ‘7’ for Resident. In the case of online programmers who are working locally but with employer/s abroad, they should be considered as code ‘7’ for Resident.
3 - Yes, Employees in Philippine Embassy, Consulates & other missions This category is marked if the overseas worker is an employee in the Philippine embassy or consulates. GO TO B09
4 - Yes, Student abroad This category includes students abroad and those that are attending training abroad. GO TO B09
5 - Yes, Tourist The household member is abroad as of the reference period for tourism purposes (medical tourism, leisure and visit to family member/s abroad, etc.). He or she is expected to go back to the Philippines before his or her tourist visa expires. GO TO B09
6 - Yes, Other Overseas Filipino not elsewhere classified This category is selected if the household member who is also an overseas Filipino does not fall into codes ‘1’ to ‘5’.  GO TO B09
7 - No, Resident (Philippines) This category refers to members of the household who are not overseas workers and not an overseas Filipino. GO TO SECTION C

What will be the response in B06 if the foreigner (a former Filipino national) is living in the Philippines for a year as of reference period or is expected to stay for at least a year?

The response is “7 – No, Resident”.

In case OF has been listed as the household head in Section A (Demographic Characteristics), edit relationship to the household head (A02) or edit the OF Indicator (B06). If the option is to edit the relationship, ask again who the acting household head is other than the OF and code that to the new head as code 1 (Head). After doing this, change the code of the OF as may be appropriate. In case the option is to edit the OF Indicator, verify if indeed he/she is NOT any of these: (a) Overseas Filipino Worker (OFW) with contract (code 1); (b) Other OFW with no contract (code 2); and (c) Employee in Philippine Embassy, Consulates, or other missions (code 3) or others.


B07: Year last left the Philippines to go abroad

The question “When did (NAME) (last) leave the Philippines?” will be asked if the response in B06 is ‘1’ for OFW with contract, or ‘2’ for Other OFW with No contract.

Record the month and year (MM/YYYY) the household member last left the Philippines to go abroad. In case the respondent forgets the month the household member last left, record ‘98’ if month is unknown. Also, in case the respondent forgets the year the household member last left, record ‘9998’ if year is unknown.


B08: Number of months intended to stay abroad

Ask the respondent, “For how many months did (NAME) stay/intend to stay abroad?”. Write in the number of months in the line provided. If the respondent answered in the number of years, convert the number of years to months. In cases when the respondent does not know this detail, record ‘98’.


B09: Country where household member works/studies/visits

Ask the respondent, “Where is (NAME)’s country of work/study/visit?”. Enter the country as provided by the respondent. If the country is unknown to the respondent, record ‘9998’. In PAPI, write ‘DK’ on the space provided.

In case of Overseas Filipinos working as seafarers, flight attendants, or pilots, or other similar work where the location of their work or assignments change from time to time, record the location of the foreign country office of their employer or agency who hired them.


B10: Frequency of sending money

This question collects information on the frequency of sending remittances by the household member currently living overseas.

Skip this question if in B06 the household member is abroad as a tourist (code 5).


Otherwise, ask the respondent, “In the past 12 months (March 01, 2022 - February 28, 2023), how many times did (NAME) send money?”. Enter the number of times the household member sent the cash/money in the past 12 months. If the household member did not send any amount, enter ‘00’. If the frequency of sending money is unknown to the respondent, enter ‘98’ for Don’t know. In PAPI, write ‘DK’ on the space provided.
