9.1 Certification at the DPC

Certification at the DPC should be done by the PFP/HCAS (if satellite DPC in the LGU) in the DPS, by barangay. The following are the procedures in certifying the clean data files through the DPS:

  1. Go to the Data Tabulation Module.

  2. Right-click on a barangay to be certified and click on Certify.

  3. A window will appear showing the status of tabulation of all the EAs in the barangay.

  4. If the PFP has already generated tabulation for all the EAs in the barangay, the Certify button will be enabled. Click on it to certify the barangay.

9.2 Evaluation and Certification at the PSO

Evaluation and certification at the PSO should be performed by the CSS in the MIS, with the endorsement of the PFP. This is to be done by city/municipality. Below are the procedures in certifying clean data files through the MIS:

  1. Log in to the MIS and go to the Certification module.

  2. The module will display all the cities/municipalities under the PSO. Select a city/municipality to certify and click on the Barangay List button under the CERTIFICATION column.

  3. A window will appear showing the DPS certification status per barangay. A check mark will be reflected if the barangay was certified by the PFP/HCAS (if satellite DPC) in the DPS.

  4. If there are barangays that have check marks in the barangay list, click on the folder icon under the FILES column to view their output files.

  5. Download and evaluate the output files of those barangays. Output files consist of shapefiles, error list, and tables (marginal, consistency and output).

  6. If there are findings, relay them to the PFP/ HCAS (if satellite DPC) for them to address.

  7. Once all barangays in the city/municipality are cleared, click on the Certify button. The city/ municipality will be tagged as certified by PSO in the MIS.

  8. Upon clicking the Certify button, a pdf file of the Certification Pass (CP) will be downloaded. Print the CP and have it signed by the CSS.

  9. Scan the signed CP and upload it by clicking the View button under the REMARKS column.

  10. A window will appear. Click on the Choose File and go to the location where the scanned signed CP is stored, then click Open.

  11. Select the CP then click the Open button.

  12. Remarks may also be indicated in the write-in entry field.

  13. Once the file is attached and the remark is indicated, click the Upload button.

  14. There will be a confirmation that uploading is successful.

  15. Upload also the consolidated excel file of justifications for the municipality and other relevant files (if there are any).

    Uploaded files and remarks can be viewed and downloaded by the RSSO and the CO for their reference.

9.3 Evaluation and Certification at the RSSO

The evaluation and certification at the RSSO is to be done by the Regional Focal Person/SOCD Chief/Regional Director through the MIS. They should download and validate the output files by following the procedures discussed in the previous section.

The certification is to be done by city/municipality. The CP should be signed by the RD and uploaded to the MIS. If there are findings, the RFP/SOCD Chief/RD may provide feedback through the MIS also.

The RFP for Mapping should then merge by city/municipality the validated/certified shapefiles and submit the consolidated shapefiles via Cloud.
